Enabling Publishing Server

Hey All,
I am a newbie here trying to install CPS. I was successful on the web server side and I installed C4 just fine, however, when I am in adminstration and I try to enable my publishing server (ie. enter in the url to my CPS) It says my web server is not responding.

I ensure the port was open in my firewall, I can ping my web server successfully but....well now I am stumped...any ideas would be greatly appreciated.
