submit for review

I recently had to move our website to a completely different machine. I went from a Linux box to a Win2K3 server. Now several of my users are having difficulty submitting pages for review. It has been that when they click the person to submit the page to, it just comes back to the page they have been editing like it never sent it. No "cancel submission" or anything. It does not show up on the reviewers draft console. Today I heard that one person clicked on the submit for review and didn't even see any names listed to submit to.

I did a straight ftp copy of the website from one server to the other. They can connect fine, just not submit. Is there something else that needs to be done when transfering web servers?
